Affordable Housing Program


A consequence of poverty is that families must often live in homes that are inadequate, poorly insulated, crowded and unaffordable. It is not unusual for economically disadvantaged families to spend over half of their monthly income on housing costs and still live in cold, crowded conditions. KRFDC believes that all individuals and families should have access to safe, decent and affordable housing. Through a variety of housing programs, KRFDC makes a difference in people’s lives by making a difference in their living conditions.

The Affordable Housing Program assists low and moderate-income households through homebuyer education classes and one-on-one homeownership coaching that enables many families who never believed they could own their own home to become homeowners.

KRFDC uses grant funds to provide assistance and the family secures a very low interest loan to cover the remaining cost. Persons living at or below 60 percent of the median income, including homeless persons who are graduates of KRFDC's Supportive Housing Program will be eligible to apply for the program.

Participants must also sign an agreement to participate in a one year supportive services program targeted at life skills development including financial coaching, case management, job training, parenting, problem solving, nutrition, homeownership responsibilities and budgeting. For one year, each tenant will receive continuous support from a Foothills housing coordinator who will provide case management and advocacy targeted at self-sufficiency and self-reliance. After the first year, services from the housing coordinator will continue to be made available as needed.

The Affordable Housing Program is primarily funded through grants provided by the Kentucky Housing Corporation, the Federal Home Loan Bank of Cincinnati, USDA Rural Development, and the U.S. Department of Housing and Urban Development. KRFDC also works with local lenders such as Citizens Guaranty Bank in Estill County, and Whitaker Bank in Powell County.
