Supportive Services for Veteran Families


The Supportive Services for Veteran Families (SSVF) program of Kentucky River Foothills provides short-term assistance to Veterans that are either facing an eviction or are homeless to immediately alleviate their housing crisis through temporary financial assistance and case management. Eligible Veterans may receive temporary financial assistance including security deposits, rent payments, rental arrear payment, utility deposits, and/or utility arrear payments dependent upon their unique situation. In addition to receiving financial assistance, program staff will assist Veterans in identifying potential VA and public/mainstream benefits that they may be eligible for as well as other income-generating ideas to remain stably housed upon program exit.
If you are a Veteran or know of a Veteran that is struggling with paying their rent or is homeless please contact our agency as soon as possible as funds are limited.

Eligibility for Program
Veteran Status
You must have a discharge status other than “Dishonorable” and the military service have been “in addition to training”. If you are receiving healthcare from the VA then you are eligible even if your military service is only “training”. You must provide a DD-214, a HINQ report and/or VHA card to prove Veteran status. We can help you obtain these documents.

Income
The entire household’s (all members living in your household) income must not exceed 50% of the Area Median Income. This will vary dependent upon the number of household members as well as the county which you are currently residing or planning to reside. Income includes wages/salary, disability, retirement/pension, or other finances you receive. You must provide proof of all income including but not limited to a copy of a paycheck, award letter exhibiting amount of either a public/mainstream or VA benefit.

Housing Crisis (Prevention)
If you are currently in rental housing you must have an eviction notice stating you are to be evicted from your current residence within 14 days. You must present your eviction notice, a current lease, and meet the “minimum threshold score” via a questionnaire designed by the VA.
Housing Crisis (Rapid Re-Housing)
Homelessness is defined in the SSVF program as, “A person that does not have permanent housing such as staying in a homeless shelter, transitional housing program, living in their vehicle, streets, campground, or other place not meant for human habitation.” Temporarily staying at someone’s residence does not qualify as homeless for the SSVF program.

*Homeowners are not eligible for SSVF services.

Stages of the Program
Stage 1: Verifying Eligibility
You will first conduct an initial “eligibility screen” with a staff member to determine if you may be eligible for services. If it is deemed you may be eligible based upon your responses, you will be provided with information regarding what documents you must obtain and present in order to verify your eligibility. A staff member may be able to help you obtain VA documents such as a DD-214, a HINQ report, or VHA card if you do not currently possess them.

Stage 2: Alleviating Your Housing Crisis
You will be provided with a Case Manager to identify ways to immediately resolve your housing crisis whether it be to find you housing (Rapid Re-Housing) or to alleviate a pending eviction notice (Prevention). The program has limited temporary financial assistance that may be provided dependent upon your unique situation.

Stage 3: Supportive Services Provision
Once your housing crisis has been resolved and you are adequately housed you will receive case management services to increase your probability of remaining stably housed upon exit from this program. Case management services include but not limited to 1) linking you with VA services, 2) linking you with potential mainstream/public benefits, 3) linking you with potential employment opportunities, 4) housing counseling, and 5) addressing other household needs that are aligned with SSVF housing-related goals.

Stage 4: Exit from Program
Tenure in the program is dependent upon your household’s individual need as well as availability of program funding. SSVF is not a long-term program and the typical tenure of a client is either 3 months Prevention) or 6 months (Rapid Re-Housing). However, tenure may be shorter based upon your need and funding availability.

Financial Assistance
The SSVF program is authorized to provide limited financial assistance to help alleviate a housing crisis and assist in a short-term to increase probability of remaining stably housed upon program exit. Enrollment into the SSVF does guarantee that you’ll receive supportive services such as case management but does not guarantee you’ll receive financial assistance.

Your household’s needs will be assessed to determine the amount of financial assistance, if any, that you will receive. The availability of funding the SSVF program will also factor in to determining financial assistance provided. Also, all financial assistance provided will go directly to third-parties necessary in assisting to alleviate a housing crisis. No household will receive any money directly.

The SSVF program may make payments to third-party providers for the following:
• Rental/Security Deposit
• Rent Payment
• Rent Payment Arrear
• Utility Deposit (Rapid Re-Housing only)
• Utility Arrear (Rapid Re-Housing only)

Clients in the SSVF program are expected and held accountable for working towards goals outlined in their “Housing Stability Plan” agreed upon by them and their Case Manager. Failure to work towards and meet goals will result in termination from the program. SSVF reserves the right to identify any and all financial assistance needs of a Veteran household to help them work towards becoming stably housed. Any disputes regarding the type and/or amount of financial assistance will result in an automatic termination from the program.

Eligibility Documents Needed
Proof of Veteran Status:
• DD-214
• HINQ Report
• VHA Identification Card

Proof of Income:
• Copies of the previous two paychecks/paystubs of all employed individuals in the household.
• Award letters exhibiting the amount of any VA benefit, pension, disability, and public/mainstream benefit anyone in your household receives. The letter must also be current.
• If you or any other household member receive any other form of income, you must report it and provide documentation.
• Failure to report all forms of income of household members is a criminal act.

Proof of Housing Crisis:
• If you are facing an eviction, you must provide the eviction notice from the landlord within 14 days of your eviction date along with a copy of the lease that corresponds to the eviction notice.
• If you are homeless and in a shelter or other transitional housing program, you must provide a statement on letterhead from the shelter or program verifying your stay.
• If you are homeless and living in your vehicle, streets, campground, or other place not meant for human habitation, you must sign a statement identifying your living conditions. Providing a false statement of your housing situation is a criminal act.

Services are available in the following counties: Bath, Breathitt, Clark, Clay, Estill, Jackson, Laurel, Lee, Madison, Menifee, Montgomery, Morgan, Owsley, Perry, Powell, Pulaski, Rockcastle, Rowan, and Wolfe.

KRFDC offers an additional 40 human service programs that Veterans and their families enrolled in this project may benefit These include energy assistance, Head Start (for children), marriage and relationship skills, parenting skills, financial management, job and career advancement, and responsible fatherhood.

Participants will also be engaged through outreach to the network of providers with whom KRFDC regularly partners, including the VA, homeless shelters, DCBS, food banks, churches, and other entities.
