Liberty Place is a long-term recovery program dedicated to providing essential support and hope for women recovering from substance use disorders.
Liberty Place offers a supportive, long-term recovery program for women, guiding them toward a brighter future. In partnership with Mountain Comprehensive Care Center, we provide comprehensive services and a beacon of hope for women on their journey to recovery.
Substance use disorder, including opioid use disorder, is a serious disease that requires focused intervention. Liberty Place is committed to helping women overcome substance use disorder and regain control of their lives.
As a transitional supportive housing development, we utilize a unique recovery program model that includes peer support, daily living skills training, and job responsibilities to practice sober living.
Our program has been proven to help women facing the most complex challenges to live more stable, productive lives.
Program Overview
Location: Our 108-bed residential recovery center is centrally located on Lake Street in Richmond, serving women in KY’s 6th Congressional District.
Free Services: We provide all services free of charge to clients, including housing, food, clothing, personal care items, and recovery educational materials.
Partnerships: Liberty Place is the result of a joint effort by the Kentucky Housing Corporation, the Kentucky Department for Local Government, the Department of Corrections, and the FHLBank of Cincinnati.
Recovery Kentucky Program: Our program is part of the statewide Recovery Kentucky initiative, aiming to establish recovery centers in each congressional district.
Our comprehensive long-term program is tailored to equip women with the tools and resources necessary to attain sobriety and pursue fulfilling lives.
Safe Off the Streets (SOS):
• SOS is a 16-bed dormitory providing a supportive environment for early recovery.
• Residents undergo screening by telephone interview to determine appropriateness.
• Staff gathers background information on residents, including substance use history and family social history.
• Residents are educated about the recovery model and introduced to others living in recovery.

The Kentucky Department of Corrections has zero tolerance for all forms of sexual conduct between offenders, staff, volunteers, contractors or visitors. To report any incident of a sexual assault or sexual harassment involving an offender, call the PREA hotline toll free at 1-833-DOC-PREA (1-833-362-7762). You may choose to remain anonymous. Reports of sexual abuse or sexual harassment that involve possible criminal behavior will be referred to the Kentucky Department of Corrections or the Kentucky State Police for investigation.
Allegations of sexual abuse and sexual harassment shall be promptly, thoroughly and objectively investigated. Sexual abuse investigations alleging force, coercion, or possible criminal behavior shall be conducted by specially trained investigators from the Kentucky Department of Corrections, Kentucky State Police, or other law enforcement agency.
