Kentucky’s Weatherization Program operated locally by KRFDC provides free Weatherization services to income-eligible families and individuals.
On average, weatherization reduces heating bills by 32% and overall energy bills by about $350 per year at current prices.
Persons may be eligible if their total household income is at or below 200% of the poverty level. Priority of service is given to those households with elderly, disabled, children (6 and under), and LIHEAP high-energy users.
If you are eligible for weatherization services, an energy auditor from the weatherization staff will meet with you to do provide a free energy audit of your home. Upon completion of the evaluation of your home, a list of work will be determined that is specifically designed based on the needs of your home. Following the weatherization work that is done on your home a final inspection will be done to make certain that the weatherization work was properly done according to the Kentucky Weatherization Specifications.

The application process takes about twenty minutes and is done at our Outreach Offices. Applicants will need to provide proof of income for all occupants of their home for the past year, and proof of ownership of their home (copy of the deed or certificate of title for a mobile home). Also, participants will be asked to answer questions about their home such as what is the main source of heat for the home (natural gas, propane gas, electric, or wood), how many people live in the home, the ages of the people that live in the home and some other general questions. Anyone who has not received Weatherization services in the last 15 years is eligible.

Kentucky River Foothills is accepting applications for qualified HVAC, Electrical and Plumbing Contractors for an approved contractors list. Approved contractors will be responsible for the performance of repairs and/or replacement of heating systems, water heaters, electrical issues and etc. in houses and mobile homes in Clark, Estill, Madison and Powell Counties. These services will be funded by the Weatherization Assistance Program thru the Department of Energy and the Kentucky Housing Corporation for eligible applicants at or below 200% of poverty. Each job will be bid separately and awarded to the best bid submitted within the 5-day timeframe. You must be on the approved contractors list in order to submit a bid.
