Our riders can rely on courteous drivers and safe, efficient transportation services to reach destinations such as schools, workplaces, senior citizen centers, adult and childcare facilities, medical centers, and recreational sites.
LANGUAGE SERVICES
We offer language assistance for Limited English Proficient (LEP) individuals at no additional cost. All Foothills Express transportation services are open to the public.

AGE REQUIREMENT POLICY
Children under 15 years of age must be accompanied by an adult, while individuals aged 15 and above may ride unaccompanied.
FARE
Children aged 8 and under ride free on all services. Fare prices for individuals over 8 years old vary depending on the service. Please refer to the service pages for specific fare details.
SEAT BELT AND CHILD SAFETY POLICY
Kentucky State Law mandates the use of seat belts for all riders at all times. Children under 8 years old or under 57 inches in height must be secured in an appropriate child safety seat based on their age, weight, and height. Parents or legal guardians are responsible for providing and securing safety seats. Exceptions are made for children over 57 inches in height. Passengers must inform dispatch staff if a car seat is required.
WHEELCHAIRS AND STROLLERS
All Foothills Express buses are equipped with wheelchair accessibility. Passengers using wheelchairs must be properly secured. Failure to comply with securing measures will result in denial of service. Strollers must be folded and stored away during the ride.
GROCERIES AND CARRY-ON BAGS
Drivers are not permitted to handle passenger items. For Transit Systems: Each passenger is allowed a maximum of three grocery or shopping bags due to limited seating availability. For Other Services: Passengers may bring a reasonable number of carry-on items as long as they do not infringe upon the space of other riders.
No Show and Late Cancellation Policy
CLIENT EXPECTATIONS:
Profane language or disrespectful comments will neither be tolerated over the phone, nor on the bus. Use of either may result in termination or refusal of transportation services.
BUS RULES:
Foothills’ Transportation Department reserves the right to limit rider’s access to a bus if they are not complying with stated rules.

Foothills Express (Transportation Program) Inclement Weather Policy
While it is never our intention to completely cease operations at any time, Kentucky River Foothills Transportation Department, “Foothills Express”, will abide by the following policy and schedule in the event of inclement weather. Inclement weather may include, but is not limited to, snow, ice, severe storms, and other adverse weather situations.
During inclement weather, transportation services offered will be determined on a daily basis by assessing the severity of travel conditions. Information regarding daily service levels will be finalized and disseminated as quickly as possible each severe weather day.
Information regarding the level of service offered by Foothills Express will be provided via the following media sources:

In order to provide the safest manner of transportation available, the following levels of service will be observed: The levels of service in this policy are governed by the Transportation Director or their designee.
1. Full Service: Full service denotes no changes to regularly scheduled services. There may or may not be a television or social media announcement. If no announcement is made, assume that transportation will run on a normal schedule.
2. Delayed Service: Scheduled trips for that particular day will be on a trip-by-trip basis, depending on weather and road conditions. This level of service will be used to allow our drivers to complete trips that are deemed safe, and also to allow for conditions to improve to a level deemed safe for travel for the rest of the day. At this level, Foothills Express Management and staff will determine the road condition of each trip to deem unsafe or safe enough to transport. If road conditions do not improve to allow for safe passage of vehicles, the level of service will be downgraded to Limited Service (as described below). The only exceptions to this level of service are immediate medical necessities, such as kidney dialysis clients.
3. Limited Service: This level of service denotes that Foothills Express Management has determined the road conditions are deemed unsafe to travel for regular service. At this level of service, the only transportation that will be provided is for immediate medical necessities, primarily kidney dialysis clients only. Riders will not be transported if the road conditions are deemed unsafe by Foothills Express personnel.
4. EKU Big E Transit: All EKU routes will be based on the EKU Richmond Campus schedule. Information regarding Big E Transit inclement weather delays will be posted on the PASSIO GO app and KRFDC’ Facebook page.
Every effort will be made to contact Foothills Express personnel regarding their schedules for any day when inclement weather becomes an issue. Foothills Express will make every attempt to provide the highest level of service to all passengers. However, Foothills Express reserves the right to cancel services if road conditions are deemed too dangerous for safe operation throughout the day. We appreciate your understanding and cooperation with this policy, as we attempt to provide the safest transportation services.
Clark County:
Express and Seniors: If Foothills Express is on Delayed Services, services will be on a trip-by-trip basis. If Foothills Express is on Limited Services, all services will be cancelled, with the exception of immediate medical necessities (i.e. kidney dialysis).
Medicaid: If Foothills Express is on Delayed Services, services will be on a trip-by-trip basis. If Foothills Express is on Limited Services, all services will be cancelled, with the exception of immediate medical necessities (i.e. kidney dialysis).
Winchester-Clark County Transit: If Foothills Express is on Delayed Services, the Winchester-Clark County transit route will begin at 9:30am (2nd Loop). If Foothills Express is on Limited Services, a final determination will be made by 9:00 a.m. whether transit systems will be operating or not.
Estill County:
All Services: If Foothills Express is on Delayed Services, services will be on a trip-by-trip basis. If Foothills Express is on Limited Services, all services will be cancelled, with the exception of immediate medical necessities (i.e. kidney dialysis).
Madison County:
EKU Routes: All EKU routes will be based on the EKU Richmond Campus schedule. Information regarding inclement weather delays will be posted on the PASSIO GO app and KRFDC’s Facebook page.
Express, Connector, Intercity, and Seniors: If Foothills Express is on Delayed Services, services will begin at:
• 9:00 a.m. – Madison Connector
• 9:30 a.m. – Express Service, Intercity, Seniors
If Foothills Express is on Limited Services, all services will be cancelled, with the exception of immediate medical necessities (i.e. kidney dialysis).
Medicaid: If Foothills Express is on Delayed services, services will be on a trip-by-trip basis. If Foothills Express is on Limited Services, all services will be cancelled, with the exception of immediate medical necessities (i.e. kidney dialysis).
Berea Transit and Richmond Transit: If Foothills Express is on Delayed Services, services will begin at:
• 10:00 a.m. – Berea Bus Service, Richmond Transit Service Bus B (3rd Loop)
• 9:30 a.m. – Richmond Transit Service Bus A (2nd Loop)
If Foothills Express is on delayed services, a final determination will be made by 9:00 a.m. whether transit systems will be operating or not.
Powell County:
All Services: We will coordinate with the Foothills Active Day Center on Medicaid trips. If Foothills Express is on Delayed Services, services will be on a trip-by-trip basis. If Foothills Express is on Limited Services, no services will be provided, with the exception of immediate medical necessities (i.e. kidney dialysis).
