Scholar House Programs are designed for qualifying individuals with a long-term goal of self-sufficiency, offering an educationally driven and supportive environment.
Scholar House is more than housing. It is a community. Both programs help single parents achieve educational goals, build financial stability, and provide a nurturing environment for children. Whether you join Eastern Scholar House or Kit Carson Commons, you will gain the tools, support, and resources to create a brighter future.
All Scholar House residents have access to:
Affordable income-based housing
On-site childcare for children from birth to five years old
Academic tutoring and study support
Financial literacy and budgeting education
Employment assistance and workforce readiness
Parenting skills and family resource management
Case management and individualized service planning
Workshops covering nutrition, life skills, problem-solving, and job search techniques
Eligible applicants include heads of households aged 18 and above, single parents with primary custody of their children, full-time degree-seeking students enrolled at an approved post-secondary institution such as Eastern Kentucky University, University of Kentucky, Bluegrass Community and Technical College, Berea College, and Morehead State University, and families eligible for Section 8 subsidized housing. Located at 801 Van Hoose Drive in Richmond.

Scholar House apartments are professionally managed by Winterwood Property Management. Note: While located on leased land at EKU and prioritizing student parents, this program is not a form of student housing.
Program Requirements
Maintain full-time student status and a minimum 2.0 GPA
Monthly meetings with a case manager
Participation in life skills workshops and approved work or volunteer experiences
Full-time enrollment of preschool children in the Child Development Center
On-Site Child Development Center
The Child Development Center located at Eastern Scholar House is managed by Community Action Council. The center provides a safe, nurturing, and educational environment for children from birth to age five, with a strong focus on kindergarten readiness. Child screenings and ongoing developmental monitoring are used to support each child’s growth and progress.

Parent involvement encouraged to create a supportive community
Community enrollments accepted when space is available
Eligible applicants include heads of households aged 18 and above, single parents with primary custody of their children, full-time degree-seeking students enrolled at an approved post-secondary institution such as Eastern Kentucky University, University of Kentucky, Bluegrass Community and Technical College, Berea College, and Morehead State University, and families eligible for Section 8 subsidized housing. Priority is given to military service members and veterans as well as low-income single parents attending college full-time. Located at 4460 Kit Carson Drive in Richmond.

At Kit Carson Commons, we offer a Workforce Development Center to serve our community:
Three classrooms dedicated to equipping individuals with real-world skills for success in industries such as manufacturing and warehousing
Classes and training managed by EKU Workforce Development and Community Engagement

Starting your journey with Scholar House is straightforward. Follow these steps to begin the application process:
Complete the Interest Questionnaire
Fill out the questionnaire below (fillable).
Interview and Documentation
If you qualify for top priority admission, you will be invited for an interview with Scholar House staff. This step helps assess your commitment to active participation and success in the program.
During the interview, be prepared to provide:
Confirmation of being at least 18 years old
Proof of single-parent status with primary custody of your child or children
Verification of full-time student status or admission to an approved post-secondary institution
Commitment to meet monthly with a Scholar House case manager for development and monitoring of an Individualized Service Plan
Willingness to enroll your children under five in the Scholar House Child Development Center (applies to Eastern Scholar House)
Confirmation of eligibility for Section 8 subsidized housing
Agreement to attend monthly life skills workshops and meetings to achieve educational goals resulting in self-sufficiency
Willingness to work or participate in approved volunteer experience while enrolled in the Scholar House Program
