KRFDC is committed to offering dependable and cost-effective transportation options that enable individuals to access employment opportunities, essential services, educational institutions, healthcare facilities, and recreational venues.
Since 1986, Foothills Express has provided over 3 million rides for residents of Clark, Estill, Madison, and Powell counties. Our riders can rely on courteous drivers and safe, efficient transportation services to reach destinations such as schools, workplaces, senior citizen centers, adult and childcare facilities, medical centers, and recreational sites.
LANGUAGE SERVICES
We offer language assistance for Limited English Proficient (LEP) individuals at no additional cost. All Foothills Express transportation services are open to the public.

AGE REQUIREMENT POLICY
Children under 15 years of age must be accompanied by an adult, while individuals aged 15 and above may ride unaccompanied.
FARE
Children aged 8 and under ride free on all services. Fare prices for individuals over 8 years old vary depending on the service. Please refer to the service pages for specific fare details.
SEAT BELT AND CHILD SAFETY POLICY
Kentucky State Law mandates the use of seat belts for all riders at all times. Children under 8 years old or under 57 inches in height must be secured in an appropriate child safety seat based on their age, weight, and height. Parents or legal guardians are responsible for providing and securing safety seats. Exceptions are made for children over 57 inches in height. Passengers must inform dispatch staff if a car seat is required.
WHEELCHAIRS AND STROLLERS
All Foothills Express buses are equipped with wheelchair accessibility. Passengers using wheelchairs must be properly secured. Failure to comply with securing measures will result in denial of service.
Strollers must be folded and stored away during the ride.
GROCERIES AND CARRY-ON BAGS
Drivers are not permitted to handle passenger items. For Transit Systems: Each passenger is allowed a maximum of three grocery or shopping bags due to limited seating availability. For Other Services: Passengers may bring a reasonable number of carry-on items as long as they do not infringe upon the space of other riders.
No Show and Late Cancellation Policy
CLIENT EXPECTATIONS:
We maintain a respectful and safe environment for all clients both over the phone and on our buses. Any use of profane language or disrespectful behavior will result in termination or refusal of transportation services. Foothills’ Transportation Department reserves the right to restrict access to buses for riders who do not comply with these rules.
