Build Your Future and Your Family’s Future at Scholar House

The Scholar House programs operated by Kentucky River Foothills (KRF) provide stable, supportive housing and comprehensive services for students with children pursuing higher education. The Eastern Scholar House program and Kit Carson Commons Scholar House have helped families balance education, work, and parenting while building long-term stability.

Both programs offer fully accessible two-bedroom apartments, with Kit Carson Commons also offering three-bedroom units. Apartments include energy-efficient appliances, in-unit washer and dryer, dishwasher, storage, parking, and campus shuttle service. On-site childcare is available through the affiliated Child Development Center, allowing residents to focus on their studies while their children receive quality care.

Scholar House also provides wrap-around support services, including academic tutoring, employment coaching, financial literacy training, case management, and workshops in parenting, nutrition, and work skills. These services help residents overcome barriers in housing and childcare while pursuing their degrees.

“Having a stable place to live and the support behind me has made all the difference,” said a Scholar House resident. “I can focus on my coursework and my children without worrying about losing my home.” Another resident added, “The workshops helped me budget, plan for my future, and find a job that fits my schedule. I feel empowered.”

Scholar House is open to students enrolled in any approved post-secondary institution, including technical colleges, online programs, and accredited universities such as Eastern Kentucky University, Bluegrass Community & Technical College, the University of Kentucky, and more. Housing operates on an income-based model under the management of Winterwood, Inc.

All participants are required to apply for and receive Project Based Vouchers provided by Richmond Section 8 (HUD).

The Scholar House team thanks the City of Richmond, the Richmond Section 8 Board, and Ohio Capital for their ongoing support of housing initiatives that make programs like Scholar House possible.

“At its heart, this is about stability and opportunity,” said Jamie Laber, project director. “When a student knows their home is secure and their children are cared for on-site, their full attention can be on education, building skills, and creating a stronger future for their family.”

Scholar House is not student dormitory housing. It is designed for families/participants with children who need stable housing while pursuing long-term education and career goals.
