Foothills Express Launches Summer Pilot County to County Connector Service Across Four County Region

Foothills Express is announcing the launch of a new Summer Pilot County to County Connector Service designed to expand affordable, reliable, and accessible transportation options throughout Estill, Madison, Powell, and Clark Counties. The pilot program will operate from May 18 through August 14, 2026, and will provide scheduled transportation between counties within the Foothills Express service area, helping residents gain improved access to employment, healthcare, shopping, education, family connections, and essential services.
The new connector service is part of Foothills Express’s ongoing commitment to strengthening regional mobility and reducing transportation barriers that can limit opportunities for individuals and families across the region. The service is designed to make travel between counties more practical and affordable while supporting the daily needs of the communities it serves.
Tyler Burris, Transportation Director for Foothills Express, said the pilot program reflects a focus on access and connection across the region. “Transportation connects people to opportunity, stability, and essential parts of everyday life,” Burris said. “This pilot service is about making sure residents can reliably reach work, healthcare appointments, education, and family needs without transportation standing in their way. We are committed to building a system that keeps our communities connected.”
The Summer Pilot County to County Connector Service will operate within Clark County, Estill County, Madison County, and Powell County. The service will run Monday through Friday from 9:00 AM to 2:00 PM throughout the pilot period. Riders will be able to schedule transportation for designated departure times within that service window, and all trips must be scheduled at least one day in advance by calling Foothills Express Dispatch at (859) 624-3236.
The fare for the service is $40 for a round trip, making it an affordable transportation option for residents traveling between participating counties. The service is designed as a curb-to-curb transportation option and will utilize existing Foothills Express resources to provide an efficient and cost-effective regional transportation solution.
Burris emphasized that the pilot is intended to strengthen community connection and expand opportunity across county lines. “This is about more than getting from one place to another,” Burris said. “It is about ensuring people have the freedom to pursue work, education, healthcare, and family life without barriers.
