Cooling Assistance Available for Eligible Households Starting April 15

Kentucky River Foothills Development Council, Inc. (KRFDC) will begin accepting applications for the Spring Subsidy Cooling portion of their Low-Income Home Energy Assistance Program (LIHEAP) on Tuesday, April 15. The agency encourages all potentially eligible or vulnerable households to apply as soon as possible. Applications will be accepted through May 30, 2025, or until funds are depleted.

The program is open to both homeowners and renters who are responsible for their energy bills and meet income eligibility guidelines. Households may receive a one-time electric benefit applied directly to their utility account. Prior assistance through other LIHEAP components does not impact eligibility.

“This assistance can be a vital relief for households facing higher utility bills during the warmer months,” said Karen Atkins, Public Information Officer for KRFDC. “We encourage residents to apply early to take advantage of this opportunity before funds run out.”

The Spring Subsidy component does not require a disconnect notice, a past due bill, or an eviction notice. Benefits are issued as a credit on the electric account.

To qualify for assistance, households must:

  • Complete a LIHEAP application.
  • Be responsible for home energy costs, either directly or as part of rent.
  • Reside in Kentucky and apply in the county of residence.

Required documentation includes:

  • Photo ID for the head of household.
  • Social Security number or Permanent Resident card for each household member.
  • Proof of all household income from the previous month.
  • The most recent cooling bill, or landlord/utility documentation verifying participation in a Pre-Pay Electric Program.
  • Vendor information, including account number and name on the utility account.

For households larger than eight, add $687.50 per additional person.
