Assistance Available from April 16 to Help Families with Cooling Expenses

Karen Atkins |

Starting April 16, Kentucky River Foothills Development Council, Inc. will begin accepting applications for the Spring Subsidy Cooling segment of the Low-Income Home Energy Assistance Program (LIHEAP). Applications will be accepted through May 31, 2024, or until funds are depleted. The program aims to support households in offsetting their electric expenses. Kentucky households earning up to 150% of the Federal Poverty Guidelines (FPG) may be eligible for a one-time home electric benefit.

Eligible applicants must bear responsibility for their home energy expenses, either directly or as an undesignated portion of rent. Previous assistance received from LIHEAP components does not affect eligibility for this segment.

The Subsidy component aids households in mitigating electric costs by providing a one-time benefit ranging from $38 to $200, contingent upon income levels and housing categories.

All assistance provided with LIHEAP funds must directly address the household’s electric expenses, with benefits disbursed directly to the electric vendor. Applicants are required to furnish the following documents:

  • Electric bill or lease (if electric costs are included in rent).
  • Proof of Social Security Number or Permanent Residence card (Green Card) for each household member.
  • Documentation of all household income from the preceding month.

LIHEAP operates on an appointment-based system. Appointments can be scheduled by calling 859-544-1713 or online at https://foothillscap.itfrontdesk.com.  Requests for assistance can also be made by contacting:
